Debate on ‘Who Could Vote’

Shortly after the U.S. took over California from Mexico, delegates from across California met in Monterey to craft a State Constitution. Below is a brief exerpt from the minutes of that convention in which the delegates debated the issue of ‘Who Could Vote’ in the new State of California.
