Debate on the ‘Bill of Rights’

Shortly after the U.S. took over California from Mexico, delegates from across California met in Monterey to craft a State Constitution. Below is a brief excerpt from the minutes of that convention in which the delegates debated the ‘Bill of Rights’ that might be included in the Constitution.
